Our constitution

We set out our governance and leadership arrangements in our constitution, formally approved by NHS England and NHS Improvement. We must ensure that we can effectively discharge our full range of functions, including establishing ICB committees to support the board and exercise any delegated functions.

NHS England has set out the following as the four core purposes of Integrated Care Systems (“ICSs”):

  1. improve outcomes in population health and healthcare;
  2. reduce inequalities in outcomes, experience and access;
  3. enhance productivity and value for money;
  4. support broader social and economic development.

The ICB will use its resources and powers to achieve demonstrable progress on these aims, collaborating to tackle complex challenges, including:

  • improving the health of children and young people
  • supporting people to stay well and independent
  • acting sooner to help those with preventable conditions
  • supporting those with long-term conditions or mental health issues
  • caring for those with multiple needs as populations age
  • getting the best from collective resources so people get care as quickly as possible.

The ICS in Surrey and Sussex will consist of the following core components:

An Integrated Care Board (ICB), to be known as NHS Surrey and Sussex, which is the statutory body which will deliver the specific functions and duties set out in this constitution.

Two Integrated Care Partnerships, to be known as the Surrey Integrated Care Partnership and the Sussex Health and Care Assembly which are joint committees of the ICB and the Surrey and Sussex local authorities in accordance with section 116ZA of the Local Government and Public Involvement in Health Act 2007, to agree an Integrated Health and Care Strategy for Surrey and Sussex and facilitate joint action to deliver it through a broad alliance of health and care organisations in Surrey and Sussex.

Five Health and Care Partnerships, co-terminus with the boundaries of each of the five local authorities in Surrey and Sussex, which will plan, design and deliver integrated health and care services for the population in that geographical area.

  • East Surrey Place-Based Partnership
  • West Surrey Place-Based Partnership
  • East Sussex Place-Based Partnership
  • West Sussex Place-Based Partnership
  • Brighton and Hove Place-Based Partnership

The ICB will also develop and implement an Integrated Health and Care Delivery Plan to meet the needs and priorities of the entire population of Surrey and Sussex as set out in the Integrated Health and Care Strategy agreed by the Integrated Care Partnerships.
